The GIP Littoral organized a technical group meeting on 'Planning' on October 5, 2026. This exchange framework, established in 2018, aims to foster regional collaborative work on broad planning issues, responding to territorial needs and the GIP's ongoing projects. Specific technical groups have addressed topics such as reception capacity, planning and risks, and tourist and seasonal housing.
The agenda included an update on the legal aspects of the Littoral Law and reception capacity, sharing information on planning and housing initiatives by the GIP, and presenting the 2027-2029 work program.
Regarding reception capacity, the GIP Littoral highlighted findings from its 2023 study, offering a methodological tool to assist local authorities in integrating this concept into their planning documents (SCOT, PLUI). Recent jurisprudence, including the annulment of the SCoT of Golfe du Morbihan Vannes Agglomération in March 2025 and the SCoT of Pays d’Auray in June 2025, underscores the importance of assessing reception capacity before development choices, considering ecological functions, public facilities, and coastal risks.
The Syndicat Mixte du SCoT Pays Basque & Seignanx shared its experience with its SCoT, approved in December 2025, emphasizing a focus on resilience through knowledge of territorial resources and vulnerabilities.
Information points were then presented, including updates on tourist and seasonal housing data, the seasonal housing initiative in the Pays Landes Nature Côte d’Argent, building adaptation for submersion risk, and the evolution of the 'Sustainable Development of Resorts' approach towards 'Coastal Territories Adaptation Projects' (PATL).
Other topics covered included the revision of the Local Action Guide (GAL) for the regional coastal strip management strategy (SRGBC), the ZERTC technical note on mapping coastal erosion zones, current national discussions on the Littoral Law, and the upcoming launch of 'Climate Law' and 'Littoral Law' webinar series by the GIP Littoral.
Finally, potential directions for the GIP's 2027-2029 work program were presented. The revision of regional frameworks (PATL, GAL) aims to enhance transversal support for territories. Themes such as tourist and seasonal housing, and reception capacity, will be further explored. Discussions also identified potential new needs to inform the program's development.
