From Tuesday, September 22 to Thursday, September 24, 2026, Gironde Habitat was a key player at the 86th HLM Congress in Bordeaux. The organization used this event to sign several important agreements and share its expertise during various presentations.
Tuesday, September 22 was marked by the signing of two major agreements. The first, with Elax Energie, aims to innovate and improve solutions for the social housing stock, particularly through intelligent control of electric water heaters. The second, a strategic partnership with the Banque des Territoires, will accelerate the construction of 1,500 new homes and the renovation of 1,194 homes, with a focus on energy performance and the inclusion of the most vulnerable populations. This partnership also includes the demolition of 120 homes in Begles.
The emblematic épublic project in Bordeaux was also presented, welcoming 11 deaf individuals into an inclusive housing program. Cross-disciplinary interventions addressed the energy transition, with the participation of Sigrid Monnier, CEO of Gironde Habitat, alongside the Crédit Agricole. The day concluded with the plenary session of the HLM staff convention for Nouvelle-Aquitaine, where Alice Bauer, Litigation and Social Complaints Manager, shared her experience.
Wednesday, September 23 began at the Gironde Department stand with the welcome of Michel Ménard, President of the Federation of Public Housing Offices, alongside Sophie Piquemal, Vice-President of the Departmental Council of Gironde. Sigrid Monnier then participated in a round table on empowering social housing applicants, sharing best practices such as regularly updating contact information and the importance of detailing personal situations. Other speakers like Veronique Pavageau, Philippe Quertinmont, and Sebastien Thonnard enriched the discussions.
An agreement was signed with Legrand to support the energy transition, promote aging in place, and develop parking electrification. Perrine Ilongo, Director of the Social and Inclusive Development Division, highlighted the Office's ambition to foster home living and inclusive housing. The mayor of Blasimon, Daniel Barbe, testified to the importance of social housing in rural areas, alongside Sophie Piquemal and Stéphane Le Bot. Sigrid Monnier also participated in a round table on adapting to climate change.
The day concluded with presentations by several Gironde Habitat employees: Sylvie Grenier on property damage insurance, Marion Pimenta on valuing HLM renovation work, Perinne Ilongo on the ellaCAR program, and Gilles Darmon on urban regeneration projects.
On Thursday, September 24, the Regional HLM Union of Nouvelle-Aquitaine and the Banque des Territoires signed an agreement to support the climate transition of social housing. During a round table on housing in rural areas, Martine Jardiné, President of Gironde Habitat, emphasized the crucial role of social housing for the vitality of communities, citing the example of Saint-Denis-de-Pile and the development of Le Clos du Mexant. Mélanie Drouzai and Cécile Labeyrie presented technical solutions and the Uninnove participatory budget.
