The Coopérative Tiers-Lieux has released its 2026 annual report, presenting a mixed picture of the 219 mixed-activity spaces in Nouvelle-Aquitaine. While their role in territorial development and project creation is confirmed, their economic situation has significantly deteriorated.

The 2026 Panorama survey by Coopérative Tiers-Lieux, covering the activity of 118 structures in 2025, highlights the diversity of these spaces that reinvent « doing together ». These hubs combine commercial and non-commercial, paid and volunteer activities, playing a key role in training, project design, and skills development, contributing to territorial resilience.
In 2025, 7,280 people developed a professional project within these tiers-lieux. These initiatives touch upon the circular economy, local agriculture, and collective interest. The structures foster cooperation with local businesses (12% of projects) and occasional partnerships (29%). Among the shared workspaces, there are 154 shared offices, 60 artisan workshops, 43 fablabs, and 26 agricultural lands.
The main users are independent workers, employees, job seekers, students, and individuals undergoing career changes. Tiers-lieux also offer cultural and artistic programming (70%), event activities (65%), and knowledge transfer (62%).
However, the economic situation of tiers-lieux has worsened. Average revenue from commercial activities has fallen, from €58,910 in 2023 to €33,900 in 2025 per structure (excluding subsidies). The capacity to generate own revenue is insufficient to offset the decrease in public funding.
In 2023, only 46% of structures were at equilibrium. Today, deficit is the most frequent situation (38%), compared to 27% at equilibrium and 34% profitable. The average number of Full-Time Equivalents (ETP) per tiers-lieu has significantly decreased, from 2.9 in 2022 to 1.6 currently, nearly halving the teams in four years.
The Region is the primary financial partner, supporting operations and projects equally. The « Tiers-lieux 2025-2028 » call for projects aims to support existing venues, strengthen local cooperation, and encourage the creation of new structures to ensure access within 20 minutes.
