Accessing digital services has become essential, but not everyone has the same conditions for using them. Since 2020, Alpi has been coordinating the departmental digital inclusion network in the Landes. This initiative is backed by the European Social Fund (ESF+), a key instrument of the European Union for investing in people, particularly in employment, skills, and social inclusion.
In the Landes, the Department manages an allocation of €3.7 million in ESF+ credits. These funds, awarded through calls for projects, support actions aimed at individuals distant from employment and vulnerable populations. Alpi was selected to lead the Landes network for inclusive digital access.
This European funding enables Alpi to dedicate the equivalent of over one full-time position to network coordination. The organization focuses on three main areas to support local inclusion actors: fostering partnerships within an open governance structure, enhancing their skills through training and shared resources, and providing equipment. This includes maintaining Landesmail, an ethical messaging service for individuals facing digital challenges, and continuing the program for distributing refurbished laptop computers.
The project aims to reach 600 Landesmail beneficiaries, distribute 1,500 refurbished computers, and equip 20 partner structures with IT hardware for their users.
ESF+ support is vital for the daily operation of this network. Recently, Alpi's digital inclusion project manager assisted inter-municipal communities in understanding digital challenges and available tools. These efforts involve close collaboration with local stakeholders, including municipalities, the Caf des Landes, France Travail, the local mission, and various associations.
Alpi also assists Landes collectivités in using the landespublic.fr portal, a platform designed to simplify access to rights and daily administrative procedures. Demonstrations and training sessions are organized to optimize its use by citizens.
Furthermore, the Mon Ordi Pin 40 and landesmail.fr initiatives provide concrete support to residents of the Landes. They offer free refurbished laptops, assistance with setup, and secure personal data management through a dedicated email service. Without the support of the European Union via the ESF+, these essential programs could not be implemented.
