The La Rochelle Agglomeration Community has initiated the revision of its Intercommunal Local Urban Plan (PLUi) to adapt the territory to sustainable development goals and climate challenges.

After six years of implementation, an evaluation of the PLUi is underway to assess its impact against the political objectives of the Sustainable Development Planning Project (PADD), as well as architectural, urban, landscape quality, and environmental impact. On December 19, 2025, the Community Council officially prescribed revision n° 1 of the PLUi.
This revision aims for several major objectives: defining the land consumption trajectory to achieve Zero Net Artificialization (ZAN) by 2050, integrating the Local Housing Program (PLH) to transform the PLUi into a PLUIHM (incorporating housing and mobility), adapting the territory to climate change, and considering environmental health for healthier urban planning. Approval of this revision is scheduled for 2030.
A public consultation is now open and will run throughout the PLUi project development process until its approval by the Community Council in 2029. The goal is to gather citizens' ideas, desires, and expectations to build a shared territorial project. Participants can submit their contributions via a paper register available at the CdA headquarters, in the town halls of the 28 member municipalities and the local town halls of La Rochelle, or through a digital register, by email at revision-plui-la-rochelle@mail.registre-numerique.fr, or by mail addressed to Mr. the President of the La Rochelle Agglomeration Community.
All information regarding the PLUi project is available on the CDA's website (http://www.agglo-larochelle.fr), under Urbanism and Housing > Intercommunal Local Urban Plan. This site will be updated as work progresses.
