Pau Béarn Pyrénées: Public Consultation on PLUi Modifications

The Pau Béarn Pyrénées agglomeration community is organizing a public participation via electronic means concerning modifications n°5 and n°6 of its Intercommunal Local Urban Plan (PLUi). The consultation will run from Monday, October 19 to Friday, November 20, 2026.

The decision by the President of the Pau Béarn Pyrénées (CAPBP) agglomeration community on September 25, 2026, initiated this procedure. The responsible authority, a public intercommunal cooperation establishment competent in urban planning matters, is headquartered at Hôtel de France – 2bis Place Royale – BP547 – 64010 Pau Cedex. Information can be requested from the Mission PLUi at 05 59 14 65 14, Monday to Friday, from 9:00 AM to 12:00 PM and 2:00 PM to 5:00 PM.
The dossier submitted for consultation includes the presentation notices for modifications n°5 and n°6 of the PLUi, opinions from the communes and associated public bodies, and related administrative documents. The environmental authority issued conforming opinions on August 30, 2026, for modification n°5 and on September 1, 2026, for modification n°6, confirming the absence of a need for environmental assessment. These opinions are also available in the dossier.
During the participation period, dossier documents will be accessible at the Urban Planning, Development, and Sustainable Construction Department of CAPBP, at the Le Piano building, 26 avenue des Lilas in Pau (Monday to Friday, 9:00 AM to 12:00 PM and 2:00 PM to 5:00 PM). They will also be available in the town halls of the 31 member communes of CAPBP during their usual opening hours. Information sessions will be held by CAPBP agents in three town halls to inform the public. In Pau (Hôtel de Ville – Place Royale), sessions will take place on Monday, October 19, 2026, from 2:00 PM to 5:00 PM, and on Friday, November 20, 2026, from 2:00 PM to 4:30 PM.
In Bizanos (Mairie – Rue de la Victoire), sessions will be held on Wednesday, October 28, 2026, from 9:00 AM to 12:00 PM, and on Thursday, November 5, 2026, from 9:00 AM to 12:00 PM. In Lons (Mairie – Place Bernard-Deytieux), sessions are scheduled for Tuesday, November 3, 2026, from 2:00 PM to 5:00 PM, and on Tuesday, November 10, 2026, from 9:00 AM to 12:00 PM. A computer station will be available in each location for dossier consultation.
Public observations and proposals can be submitted on registers open at the Hôtel de Ville of Pau and in the town halls of Lons and Bizanos. They can also be submitted electronically via the digital register (https://www.registre-numerique.fr/modifs-5-6-plui-agglo-pau), by email to modifs-5-6-plui-agglo-pau@mail.registre-numerique.fr, or by postal mail addressed to Monsieur le Président at Hôtel de France – DUACD – 2bis Place Royale – BP 547 – 64010 Pau Cedex.
Observations received during the information sessions will also be considered. No observations will be taken into account if submitted through channels other than those indicated or outside the participation period, which runs from October 19, 2026, at 9:30 AM to November 20, 2026, at 4:30 PM inclusive. The projects, after considering the opinions and observations, will be submitted for deliberation by the community council.
