The La Rochelle Agglomeration Community has initiated the revision process for its Intercommunal Local Urban Plan (PLUi), a project aimed at adapting the territory to the challenges of Net Zero Land Take, housing, and climate change.

Following six years of implementation, an evaluation of the PLUi is underway to assess its effects against the political objectives of the Sustainable Development Planning Project (PADD), as well as its impact on architectural, urban, and landscape quality and the environment. On December 19, 2025, the Community Council mandated revision n° 1 of the PLUi.
This revision aims to achieve several key objectives: outlining the territory's land consumption trajectory to reach Net Zero Land Take (ZAN) by 2050, integrating the Local Housing Program (PLH) to become a PLUIHM (incorporating housing and mobility), adapting the territory to climate change, and considering environmental health to promote healthier urban planning. Approval is anticipated for 2030.
Public consultation is now open and will run throughout the PLUi project development process until its approval by the Community Council in 2029. Citizens are invited to share their ideas and expectations for the territory. Contributions can be submitted via a paper register available at member town halls, a digital register (registre-numerique.fr/revision-plui-la-rochelle), by email (revision-plui-la-rochelle@mail.registre-numerique.fr), or by mail addressed to the President of the La Rochelle Agglomeration Community.
All information regarding the PLUi project is available on the CDA's website (agglo-larochelle.fr), under the Urbanism and Housing section.
