The Centre de Gestion of Charente has concluded a local collective agreement on Welfare risk, which will come into effect on January 1, 2028, for local authorities and their agents.

Following the signing of a method agreement in December 2023, a local steering and monitoring committee reached a consensual version of this agreement in October. This new local agreement takes into account the law of December 22, 2025, and the decrees of October 23, 2026, while offering enhanced protection for agents.
It allows local employers to set their participation, with a floor of 50% of a guarantee package covering incapacity and invalidity. Agents will also be able to subscribe to additional guarantees, such as death/PTIA or invalidity pensions.
This balance was validated by the employers' college, representing 456 entities, and the staff college, supported by 6 trade unions (SNDGCT, UNSA, CGT, CFDT, FO, SA-FPT).
This signing marks a significant step towards preventing precariousness, enhancing the attractiveness of local government jobs, simplifying management by the CDG, and pooling risk for nearly 5,000 agents at the departmental level. The next step will be a competitive tendering process in February 2027.
